Open, closing date not published: Rand West City posted the 2027 Mayoral Bursary Application Form on its website on 11 September 2026 without a closing date or submission address.

Rand West City Local Municipality in Gauteng, which has its main office in Randfontein and a service office in Westonaria, published its Mayoral Bursary Application Form for 2027 on its website on 11 September 2026. The form is for young residents who plan to study a degree or diploma at a higher education and training institution in 2027, and its checklist is written with Grade 12 learners in mind: it asks for mid-year results and a testimonial from the applicant’s high school. The municipality posted the form without an advert, so there is no published closing date and no stated submission address. Applicants should confirm both with the municipality before handing in.

What the 2027 form tells us about the bursary

The 2027 application form is the only official document for this round. It does not state a Rand value, the costs covered, the number of bursaries or any work-back condition. What it does show is how the municipality assesses applicants:

  • Residence in Rand West City. A copy of the municipality’s rates and taxes account is a required document.
  • Household income. Section 5A asks whether each parent or guardian is employed, the employer’s name and address, each parent’s salary per year, the means of income if unemployed, and how many dependants the household supports, including those at school and senior citizens.
  • Indigent status. Section 5B asks for confirmation of the family’s registered indigent status, with proof attached. The form does not say whether being on the indigent register is compulsory.
  • Academic record. Applicants list their highest grade passed and subject results, and any other studies already completed.
  • Motivation and health. Section 6 asks applicants to describe their general condition of health and to explain briefly why they chose their course.

Degree or diploma, any field

The form does not limit the field of study. Applicants tick either degree or diploma and name the intended qualification, field and course, and the form’s own examples are “BCom”, “Financial Accounting” and “UJ Soweto Campus”. They also give the year of study, the year they expect to finish and the number of years the course takes. The municipality wants to see the cost up front: the admission document must show the projected study duration, the course scope and the tuition costs.

The eight-item checklist

The form warns that “no applications will be considered if not accompanied by all required documentation”. The checklist is:

  1. The application form, completed in full and signed by the applicant and a parent or guardian.
  2. A certified identity document.
  3. Proof of application or admission to the institution, with projected study duration, course scope and tuition costs.
  4. A copy of the Rand West City Local Municipality rates and taxes account.
  5. Certified copies of both parents’ salary slips.
  6. If a parent or guardian is not working, an original affidavit from the South African Police Service.
  7. A certified copy of mid-year results.
  8. A testimonial letter from the high school where the applicant matriculated.

Proof of application is accepted, so a learner does not need a final offer before applying, but an application to a higher education and training institution must already have been made.

Handing in without a published deadline

Because neither the form nor the municipal website gives a closing date or a drop-off point, applicants should phone Rand West City on 011 411 0000 before submitting. The municipality’s main office is on the corner of Sutherland and Pollock Streets in Randfontein (PO Box 218, Randfontein 1760), and its Westonaria service office is on the corner of Neptune and Saturn Streets (PO Box 19, Westonaria 1780). On the same day the municipality also posted a Grants-in-Aid application form for 2027, which is a separate programme.
