Blouberg Local Municipality, centred on Senwabarwana in Limpopo’s Capricorn District, has run a mayoral bursary for students from the poorest households in its villages. It is unusual in covering everything, from registration and tuition to residence and meals, and in setting a very low household income ceiling so the money reaches indigent families.
