Johannesburg’s Emergency Management Services (EMS) has trained its own firefighters and paramedics through a bursary that paid for the fire technology diploma at Tshwane University of Technology and the emergency medical care diploma and degree at the University of Johannesburg. The standalone EMS call has not been repeated in recent years, and emergency care students now apply through the City’s general external bursary.
About the City of Johannesburg EMS Bursary
- Qualifications: National Diploma in Fire Technology (Tshwane University of Technology) and the Diploma and Bachelor of Emergency Medical Care (University of Johannesburg).
- About 30 awards a year.
- Covers registration and tuition fees, prescribed textbooks and study materials.
- Graduates are placed in the City’s fire stations and ambulance services.
EMS Bursary eligibility requirements
- South African citizen aged 17 to 25, permanently resident in Johannesburg.
- At least a D symbol in Matric Mathematics and Physical Science, with a good academic record.
- Physically fit for emergency work.
- Household income of no more than R15 000 a month.
How to apply for EMS funding
- Watch the bursaries section of joburg.org.za for the City’s external bursary call, usually in September or October.
- Complete the online application, choosing emergency management as your field, and upload a certified ID, your latest academic record, proof of Johannesburg residence (a rates or utility bill) and your parents’ or guardians’ proof of income or an unemployment affidavit.
- Submit before the closing date. If a standalone EMS call is issued, it is advertised at fire stations and on the City’s website, with hand delivery to Public Safety headquarters in Braamfontein.

The City’s general bursary closed on 31 October 2025 for 2026. Expect October 2026 for 2027.
