A municipality in constant planning

KwaDukuza’s website shows the cycle of planning and public participation behind municipal services. KwaDukuza invited comments on its draft process plan for the 2027/2028 integrated development plan, published its draft 2026/2027 integrated development plan and advertised its draft service delivery and budget implementation plan in local newspapers. The municipality also runs community programmes, such as the Golden Games for senior citizens.

How the KwaDukuza bursary is funded

KwaDukuza Municipality funds a resident bursary from its own operating budget to build a local skills pipeline, according to a provider record checked in August 2026. The bursary targets residents who want to study built environment, commerce, engineering, environmental management and related fields at public universities and TVET colleges.

KwaDukuza splits its bursary budget deliberately. The municipality earmarks about 60% of funding for non-scarce-skills fields and dedicates the remaining 40% to government-identified scarce skills. That split means students outside the scarce-skills list still have a real chance.

A modest award

KwaDukuza’s bursary pays registration or admission fees of up to R5 000, rather than the full cost of study. The provider record does not describe a work-back obligation; the bursary works as a financial access grant that helps students register. Students will still need other funding, such as NSFAS, for tuition and living costs.
